Over the course of three webinars, experts and practitioners from Bulgaria, Estonia and Hungary explored one of the key challenges facing Europe’s building renovation agenda: how to finance large-scale residential renovation in a way that is both sustainable and affordable<\/strong>.<\/p>\n

Together, the webinars demonstrated that the future of renovation lies not in relying solely on public grants, but in creating integrated financing ecosystems where public support, commercial investment, supportive legislation and active homeowner engagement work together. Discussions highlighted practical experiences from different countries, presented the development of Bulgaria’s pilot blended financing instrument and explored the institutional and societal changes needed to make renovation markets work in practice.<\/p>\n

The first webinar in the INSPIRenov Alliance Talks<\/strong> series introduced the need for new financing models to accelerate the energy-efficient renovation of residential buildings across Europe. The central message was clear: public grants alone are insufficient to meet Europe\u2019s renovation needs. Future renovation programmes must instead combine public support with commercial financing, risk-sharing mechanisms, and advisory services.\u00a0Drawing on practical experiences from Bulgaria, Hungary, and Estonia, the speakers highlighted different stages of market development while arriving at the same conclusion: large-scale residential renovation depends on blended finance, robust legal frameworks, effective stakeholder collaboration, and greater confidence among homeowners.\u00a0The webinar also marked the launch of the INSPIRenov Alliance, a new European network established to promote knowledge exchange and support the development of innovative financing instruments for residential energy renovation.<\/p>\n

The second webinar in the INSPIRenov Alliance Talks series focused on the design and implementation of blended financing instruments for residential building renovation. Building on the introductory session, the discussion moved beyond general financing principles to examine the practical structure of financial mechanisms capable of mobilising both public and private investment.\u00a0The webinar presented the concept of a pilot financial instrument currently being developed in Bulgaria as part of the INSPIRenov project. The proposed model combines funded risk-sharing, portfolio guarantees, and grant support into a single financing scheme designed to reduce lending risks while encouraging commercial banks to expand their involvement in the residential renovation market.\u00a0A second presentation offered an international perspective, drawing on more than two decades of experience in developing energy-efficiency financing schemes across Europe. It highlighted that successful blended finance cannot be achieved simply by introducing new financial products. Instead, effective financing requires the parallel development of financial infrastructure, banking capacity, supportive legal frameworks, and strong stakeholder collaboration. Particular attention was given to the long-term process of building confidence within the banking sector and adapting lending practices to better serve apartment associations.<\/p>\n

The third webinar in the INSPIRenov Alliance Talks series concluded the programme by shifting the focus from financial instruments to the people who ultimately determine the success of residential renovation projects: homeowners, housing associations, and local stakeholders. While the previous sessions explored policy frameworks and blended financing mechanisms, this webinar examined how these instruments can be translated into practical implementation and long-term market transformation.\u00a0Bringing together experts from across the sector, the webinar highlighted the need for policy, financing, and citizen engagement to work in tandem. Speakers agreed that even the most sophisticated financial instruments cannot drive large-scale renovation without public trust, capable homeowner organisations, and sustained stakeholder collaboration.\u00a0The webinar concluded with a broader reflection on the key lessons emerging from the INSPIRenov project. Rather than focusing solely on technical solutions, speakers emphasized the importance of legal certainty, institutional capacity, stakeholder cooperation, and realistic expectations. Together, these elements form the foundation of a resilient, long-term renovation ecosystem capable of supporting the transition to commercially viable residential energy renovation.<\/p>\n

The webinar series marks an important milestone, but it is only the beginning. The INSPIRenov project has developed far more than a financing instrument for Bulgaria.
