The central message was clear: public grants alone are insufficient to meet Europe\u2019s renovation needs. Building on the introductory session, the discussion moved beyond general financing principles to examine the practical structure of financial mechanisms capable of mobilising both public and private investment.\u00a0The webinar presented the concept of a pilot financial instrument currently being developed in Bulgaria as part of the INSPIRenov project. The proposed model combines funded risk-sharing, portfolio guarantees, and grant support into a single financing scheme designed to reduce lending risks while encouraging commercial banks to expand their involvement in the residential renovation market.\u00a0A second presentation offered an international perspective, drawing on more than two decades of experience in developing energy-efficiency financing schemes across Europe. It highlighted that successful blended finance cannot be achieved simply by introducing new financial products. Instead, effective financing requires the parallel development of financial infrastructure, banking capacity, supportive legal frameworks, and strong stakeholder collaboration. While the previous sessions explored policy frameworks and blended financing mechanisms, this webinar examined how these instruments can be translated into practical implementation and long-term market transformation.\u00a0Bringing together experts from across the sector, the webinar highlighted the need for policy, financing, and citizen engagement to work in tandem. Speakers agreed that even the most sophisticated financial instruments cannot drive large-scale renovation without public trust, capable homeowner organisations, and sustained stakeholder collaboration.\u00a0The webinar concluded with a broader reflection on the key lessons emerging from the INSPIRenov project. Rather than focusing solely on technical solutions, speakers emphasized the importance of legal certainty, institutional capacity, stakeholder cooperation, and realistic expectations.
